Homeless Services Planning Council (The Continuum of Care)

What is a Continuum of Care?

A Continuum of Care is a systematic approach to resolving homelessness.  It coordinates the activities of a whole community around strategies for preventing and ending homelessness, avoids duplication of effort, and directs resources towards their best use.

Napa County's vision is that every person has access to safe decent, and affordable housing with comprehensive services that result in self sufficiency and well being.
